The first phase of the project will begin with the construction of ring roads at Varkala in Thiruvananthapuram, Pala and Mampra in Kottayam district and Manjeri in Malappuram district.
A Convention Centre of international standards will be constructed at Varkala, near Thiruvananthapuram. A development agency will be formed for implementing the development projects at Varkala, as it's a major tourist destination for both tourists and pilgrims.
