For the pilot project, the whole district was selected as the destination in the first phase. But later, after understanding the complexities in the operational phase, the area for the pilot project was limited to Vythiri cluster. This encompasses a region including Vythiri, Kalpetta, Pozhuthana and Meppadi panchayaths.
